Laundry etiquette

In a laundry room, is it ever OK to take a stranger's wash out of the machine and dump it on the top of the dryer when you want to use the machine? Do you mid if someone does it to you? Do you do it to others?

My clothes were in the wash, and I timed it exactly so I walk in the laundry room as soon as it is done — when I walked in, this guy was emptying my clothes. There was one free dryer, so I took over the emptying (we hadn't said a word to one another yet) and went to put it in a free dryer. Then he goes "no, no, no" I need to fluff some of these clothes!"
Me: "Well, my clothes are wet, do you think it can wait. These other dryers will be done soon."
He didn't say a word, so I started to dry my load.
I just walked in to find my wet clothes on top of the dryer, and all three dryers full. WTF?! (Um, isn't that like stealing $1.25 from me, too?)

I know this dude is an ass, but I'm curious on your opinion in general of taking someone else's clothes out and leaving it.

Update: I left a note on his door. "Next time I see you, I will be collecting $1.25 from you for a replacement load of laundry. You know who I am."
