we feel lucky when we wake up

The post office and grocery store are sort of in the same parking lot. I've seen stray cats at the post office, but yesterday I found a kitten near the grocery store. I bought some food for him and put it out where he was. He finally came out from the bushes to eat. I was sitting in my car watching him. I got out and crouched down and walked closer to him. He let me get within 5 feet but there were bushes (small ones, mid-calf height) separating us. I went to sit down on the curb and he went into hiding in the bushes again. I waited for maybe 5 minutes but he did not come back out so I got in my car. Shortly after he came back out and started eating again. I tried sitting near him few more times with no success. I would have waited longer but it was really cold.

I decided to go back later that night. I brought some cat milk and food. I could not find him by the grocery store so I went over to the post office. I put the food out and got back in my car. I turned the lights off and waited. Within 10 minutes he came out from the tall grass and started to eat. I waited 5 more minutes and opened the door slowly because I wanted to get out and sit in the parking lot. As soon as I was completely out of the car he ran back into the grass. I sat in the parking lot for a while but he was not coming back out. I got back in the car and 5 minutes later he came back. I tried this a few times with no luck. It was really cold so I only stayed for about an hour.

My dad is convinced this cat is feral, but I don't think he is. He is small, his body is about the size of a very large guinea pig. I have the time/money/space to care for him and I would like to take him in. I'm very worried about him freezing/starving/fighting/getting hit by a car outside. I would like to go back during the day today but the post office is open, so it will be full of people and cars. Should I go back during the day? Tonight? Tomorrow since the post office will be closed?

Have you ever captured a stray cat? How did you go about it? How long did it take?

I've googled around and have found varied information about taking strays in.

What is the best thing I could do to help him?
