bipolar shower

I've lived in a lot of apartments and a few houses. In the apartments, including my current one, the shower fluctuates between scalding hot and mind-shriveling cold. There seems to be no in between. You can set it for the temperature you want and within 30 seconds it's at one end of the spectrum; try to adjust it and it's suddenly back to the other end. Although it's most invigorating, it's just not what I have in mind when I'm hoping for a nice relaxing shower.

Why do apartment showers do this? Yes, it's a big building with multiple people's water supply, but so is a hotel, and I've never had a hotel shower do this.
