Calling owners of old ass homes and electric/heater knowledable peeps.

We bought a very old townhouse in July, it was built in the late 1800's/early 1900's and not much has been done with it since other than basic modernizations.

We just recently got our gas heat turned on and while cleaning the vents out before using it I discovered this in the vent that pulls air in.

Two questions :

1) Tips for cleaning all that nasty stuff? This photo is AFTER I vacuumed it out. The dust is ground on and sticky and gross.

2) Any ideas what that round black electrical boxy thing is?  Any reason I should be worried about it or be careful of it while cleaning?

Yes Im a moron, no I cant afford to call an electrician right now as we barely were able to afford to turn the heat on to begin with.
