White to a wedding

What are your thoughts if a woman wears white to a wedding where she is a guest? Does your opinion change if it is a child?

Inspired by a wedding where a child around 9 or so was in a white dress that looked like a mini bridal gown. The girl was not a part of the wedding party nor the child of anyone in the party.
