A friend and I are planning a non-profit program. One of the first things I would like to do in this planning phase is a need assessment, to see if people in my community would need a program like we are planning. Has anyone ever conducted this type of survey before? We would like to ask a target population, mothers in particular. What methods did you employ in conducting the need assessment survey or interviews, especially for target populations?

One of my main concerns is that I would like to do this as formally and professionally as possible. Does something like this require a review from an institutional review board? Also, because we are not yet founded as a non-profit, how should be assure people that we are legit and sincere in our efforts?
